Chairman of Lai Chau Provincial People’s Committee attended the field day on the improved model of replicating 30ha of special local sticky rice cultivation in Ban Lang commune, Phong Tho District

In the morning of October 27th, Mr. Tran Tien Dung, Chairman of Lai Chau PPC attended the field day on the model of replicating 30ha of improved rice farming (SRI) in Hop 1 village, Ban Lang commune, Phong Tho District

Attending the event, there were Mr. Mua A Tru - Chairman of FU of Lai Chau Province, Mr. Sung A Nu - Secretary of Phong Tho Distric Party Committee, Mr Vuong The Man - Chairman of Phong Tho District People’s Committee, representative of ADDA office in Vietnam, Panature, leaders of Ban Lang commune and household who are members of FRG - the direct implementers of the model in Ban Lang commune, Phong Tho district.

Ban Lang commune is highland commune of Phong Tho district with a total naural area of 13.413ha, 1,667 households, 8,084 villagers, có 13 villages with 5 ethnic groups living together. The whole commune has 376 ha of rice in which 250 ha of winter-spring rice, 371 ha of seasonal rice, 6 ha of upland rice; This is one of the communes that grow 2 crops of rice in the province. Especially, the commune has a famous delicious sticky rice that is well-known by many people “nep tan”. However at present, the villagers still plant rice following traditional method, self-seeding, less investment, transplanting old seedling, transplanting many branches leading to pests and many diseases which cause a lot of damage and must use pesticides. That’s why leading to significant impact on environment, low productivity and quality.

In order to raise farmers’ awareness in responding to and adapting to climate change “Project on strengthening voices and capacity for vulnerable ethnic minority farmers to respond to climate change in western north of Vietnam (VOF) has established a group of farmers to adapt to climate change in Hop village, Ban Lang commune, Phong Tho district, Lai Chau province. Based on the implementation plan of the project in 2020, the VOF PMU - Lai Chau FU in collaboration with Pan Nature – the consultant for the project discussed and consulted the authority of Phong Tho District, Ban Lang commune to pilot the model of growing local sticky rice with SRI improved farming method with an area of 5 ha for 10 household who are members of the FRG and the model has been evaluated effective.

In 2021, VOF PMU - Lai Chau FU in guided the FRG to develop a small proposal and was approved by ADDA to support the implementation of replication of the sticky rice model according to improve SRI farming method with an area of 30 ha with participation of 38 households. After reaching agreement between the FRG and commune authorities, VOF PMU selected 38 households including 10 household who are members of the FRG as the core. At the same time, they appointed their staffs and LF of the project to organize trainning courses up on each growing stage of rice in accordance with villagers’ awareness, support rice varieties and micro bio-fertilizer, assigned LF to coordinate with the FRG regularly checking, monitoring and giving guidances to ensure the implementation of the model according to the correct technics.

In 2021 crop, 3 points in 3 different fields has been harvested and the actual output has been calculated: the yield of the model reachs 6,8-7,8 ton/ha; the traditional rice cultivation is 5,8 - 6,4 ton/ha, thereby showing that the improved rice production SRI gives higher yield than traditional cultivation by an average of 1,2 ton/ha.

In order to support the output for rice producing households according to SRI method, VOF PMU - Lai Chau FU promoted linkages with businesses in product consumption, selected the enterprise and held the signing ceremony of the cooperation contract between the Northwest Seeds and Materials Co., Ltd. and the FRG in Hop 1 village on the consumption of the entire 30 ha of sticky rice production up to 2025, in which members of the FRG in Hop I village, Ban Lang commune as the core and were invested by the project with 6 printing axes for package and bag sealing machines worth 37.840.000 vnd and fee for rice quality inspection to register Ban Lang sticky rice product to meet OCOP standard and put them in supermarket as well as outside the province.

At the meeting, Secretary of Ban Lang Party Committee Mr. Nguyen Huy Du said: thanks to the attention and direction of the province and the district, as well as VOF PMU - Lai Chau FU, during the implementation of the project, the project staffs did not mind rainy or suny days together with households went to the fields to guid training instructions and techniques, creating best conditions for households to access fertilizing techniques to ensure productivity and quality contributing to bring local sticky rice in Ban Lang becoming a brand of OCOP with typical commodity of the commune and district to promote economic development, hunger eradication and poverty reduction for the local people in the commune.

Speaking at the meeting, Chairman of Lai Chau PPC Mr. Tran Tien Dung highly appreciated the efforts of Lai Chau FU in collaboration with ADDA, party committee, the local government in Phong Tho district, Ban Lang commune for sucessfully implementing the model of replicating improved rice cultivation of local sticky rice in Ban Lang, Phong Tho. The improved farming method has improved rice yield, reduced the amount of chemical fertilizer, environmentally friendly and all output are consumed by the associated enterprise, increasing villagers’ income. With the tocal cost of project implementation is not large but it has change the awareness of advanced farming for about 1,700 households (including directly particpating household and trained households), so this model is very useful and should be replicated in the province. 

In the past few years, almost the whole country has been greatly affected by climate change. Therefore, agriculture must adapt to climate change. The covid-19 pandemic has had a strong impact on the GDP growth index of the country, but agriculture has positive growth and is a “supporting platform” in the context of the pandemic. This proves that people across the country, cooperatives and businesses have been doing agriculture to adapt to climate change. Our model today also proves that, the Chairman of Lai Chau PPC emphasized.

The Chairman of Lai Chau PPC added that for Lai Chau province the Provincial Party Congress determined a key project on the development of concentrated commodity agriculture. Since then, the PPC has issued 4 resolutions on: support to encourage enterprises to invest in agriculture in rural areas, support linkages between enterprises, cooperatives and farmer households, concentrate in commodity agricultural development, sustainable forest development. Thus, the Provincial Party Committee, People’s Council and People’s Committee has issued a document system to suppport development of the province’s agriculture adaptive to climate change, developing concentrated commodity agriculture associated with product consumption, the purpose of ensuring food security, improving high commercial value, creating livelihoods, jobs and incomes for people, contributing to hunger eradication and poverty alleviation. It can be seen that this project is very consistent with the province orientation.

On behalf of Lai Chau PPC Mr. Tran Tien Dung thanks ADDA for the support as well as other project implementation units. At the same time, in the coming time, the consultants of PanNature should report to ADDA to continue attention to and support in many smart agricultural and organic agriculture projects in the province to change the perception of agricultural farming for local farmers. It’s proposed that Lai Châu FU and Phong Tho leaders continue to search, connect and mobilize domestic and foreign organizations to invest in many projects in the province to support farmers in many fields and areas so that these models must beput into practice. The Chairman wishes that people are determined to transform their production methods and connect with each others into strong community, thereby forming key products of the commune and the district. Appreciating the enterprise that have joined in the consumption of product, he wish that the business will continue to cooperate with the commune authority to immediately build a brandname, taking advantage of the policy on packaging and label, tracing the origin of the growing area thereby contributing to improve the value of the products, affirming the quality and brand name in the market.
