Target group

The target group is the ethnic minorities living in 33 communes, 9 districts of 3 provinces (Son La, Dien Bien, and Lai Chau) in the northern mountainous of Vietnam. This group belong to the poorest part of the population and are often marginalised in the general development. The project will select 216 farmer groups, which were formed and supported by the CDEM project phase 2 and have active and effective production. However, they are having a critical issue on environmental pollution. The project provides training for farmer groups on climate change and sustainable production methods in agriculture and agro forestry.

Development objective and expected outputs

Ethnic farming communities in remote mountainous areas of Son La, Dien Bien, and Lai Chau provinces in Northern Vietnam have improved access to information on climate change policies and gained influence on local policies and planning for natural resources, addressing climate change adaptation, food security, and poverty reduction.By end of the project, local government, NGOs and farmer organisations in project areas are able to facilitate and develop development policies and planning in natural resources sector that enable communities to adapt regional and international strategies to climate change, reduce impacts on the environment and maintain sustainable livelihood alternatives.

To achieve the development objective, expected outputs are as follows: 

  • Capacity of local authorities, civil/mass-organisations and farmer groups are strengthened in order to identify proper climate change adaptations and unsustainable development initiatives and policies for improvement.
  • Low carbon and climate-friendly production methods in agriculture and agroforestry are identified and applied through participatory and empowering FFSs among ethnic communities in the project areas
  • Local Government Level: Low carbon development and climate change adaption are reflected in planning and policies at provincial level in project areas.
  • Good development practices and sustainable production alternatives in agriculture and agroforestry are documented and shared among wider audiences, including national, regional and international levels.
